Financial resources
Within most emergency budgets, the main items are:
- Staff costs – especially international staff
- Vehicles – both purchase and running costs
- Food and materials – often part of the non-cash budget but still of very high value
The quality of staff and their management will have a direct impact on the effectiveness of the project.
Negotiating funding is beyond the scope of this guide. However, many donors express a commitment to say staff training but expect the organisation to include the relevant costs in the budget rather than come back with requests for additional funding later. Including all expected staff costs in the budget is important, therefore HR planning needs to take place at the same time as budgeting and fund raising.
