HR policy
Code Principle 2 – Our human resources policies aim to be effective, fair and transparent.
Your organisation almost certainly has a written HR policy and/or Staff Charter for head office staff and possibly other offices as well. Your organisation may also have identified minimum requirements for emergencies. These can help you to set priorities. See case study.
The main risks in emergencies are:
- You do not have a copy of your organisation's HR policy .
- The organisation's HR policy is, or at least appears to be over-complex or inappropriate for the context.
- Decisions are taken for good reasons on the ground, which later are found to create problems or establish precedents which conflict with the organisation's HR policy.
Way forward
- Recognise that the organisation's HR policy has evolved for sound reasons, do not ignore just because it needs to evolve further in your programme.
- Be cautious about HR policy decisions, be prepared to correct bad decisions later.
- Work towards developing an HR policy based on your organisation's but if necessary, adapted to the context; involve your head office HR team.
This is potentially a lot of work and needs to be done sooner rather later. Another good reason to have an HR specialist in the team as soon as possible
