Performance
Team members are expected to perform. Establishing whether they are performing requires first that there are clear and agreed objectives, and second that there is a means of assessing whether these objectives are being met.
The particular challenge of emergencies are:
- unclear and changing objectives
- no effective performance appraisal systems
- both compounded by high staff turnover especially among senior international managers
If there is a failure to meet objectives, reasons have to be found and action taken – this might include disciplinary action leading finally to dismissal, but other issues such as training and motivation may be more important.
