A useful source of information on cash and non-cash benefits will be organisations, similar to yours, who have been longer established in the country. Make full use of their experience – consider starting with a pay scale based closely on theirs.
You will need to have some sort of pay scale in order to recruit staff and have a programme. In order to avoid misunderstandings and disputes:

Salaries and allowances should ideally be set and paid in the local currency unless there are compelling reasons for paying in another country. More
