This was meant to be his last assignment before retirement, and when he took up his post as Country Representative, it looked as though he would have a relatively peaceful time. That was before the simmering civil war entered a far more dangerous phase.
The organisation had to gear up and an emergency response team (ERT) was deployed. The ERT Leader was vastly more experienced than the Country Representative and everyone immediately assumed that he was the most senior person in-country. Both the Country Representative and the ERT Leader found themselves in a very difficult and awkward position. The Country Representative became more and more withdrawn and unsure of himself.
