People In Aid seeks Evaluator to Conduct Mid-Term Independent Progress Review (IPR)

We are looking for an experienced evaluator to conduct a mid-term independent progress review (IPR) of our work (deadline October 2012) as well as conduct our final evaluation in 2014. More information and a recruitment pack for this role are available below.

People In Aid is a not-for-profit membership organisation working with over 180 agencies to improve organisational effectiveness within the humanitarian and development sector, by advocating, supporting and recognising good practice in the management of people. 

In 2011 People In Aid received a 3 year DFID grant through their Programme Partnership Arrangement (PPA) of just over £200,000 per year – which is one of the smaller grants from PPA. The PPA provides unrestricted strategic funding support for mutually agreed outcomes. Logframes were agreed at the start of this current funding agreement against which progress and results should now be assessed.

We are looking for an experienced evaluator to conduct a mid-term independent progress review (IPR) of our work (deadline October 2012) as well as conduct our final evaluation in 2014 (although this ToR only covers the 1st review).

The total budget for the evaluation is approximately £7,000 and should include all travel (domestic only), consultancy days and VAT. Detailed Terms of Reference for the IPR are appended (Annex 8) and a summary follows below.
